Delaware County Induction Ceremony

New County Council members and
new District Attorney take office

Three members of Delaware County Council -- Thomas J. McGarrigle, Colleen P. Morrone and John P. McBlain -- were sworn in to begin four-year terms at an Induction Ceremony Jan. 3. District Attorney John J. Whelan was also sworn in for a four-year term in office.

The ceremony was held at 10 a.m. before a packed house in The Honorable John V. Diggins Ceremonial Courtroom in the historic Delaware County Courthouse, Media.

After the Induction Ceremony, County Council held its organization meeting where Councilman McGarrigle was elected chairman and Councilman Civera was elected vice chairman. In addition, the new Council appointed David J. White of Ridley Township to fill the unexpired term of former Chairman Whelan who is now District Attorney.

Marianne Grace was reappointed Executive Director for another two-year term, Media attorney Michael P. Maddren was appointed County Solicitor, and Douglas C. Roger Jr., an attorney and Middletown councilman, was named Public Defender.

Council also approved the schedule of 2012 Council meetings which will now be held at 10 a.m. on Wednesdays, with the agenda meetings set for 10 a.m. Tuesdays.

At the 10 a.m. Induction Ceremony, Councilman McGarrigle, of Springfield, was administered the Oath of Office for his second term on Council by Judge Linda A. Cartisano. His introduction and presentation of the Certificate of Election were done by Jeffrey L. Rudolph Sr., vice president of the Springfield Township Board of Commissioners; and the Bible was held by his wife, Michele McGarrigle, and their children, Thomas Jr., Patrick and Daniel.

Council member Morrone, of Concord, was administered the Oath of Office by Judge Kathrynann W. Durham. She was introduced by Dominic A. Pileggi, chairman of the Concord Township Board of Supervisors. Her Certificate of Election was presented by Register of Wills Hugh A. Donaghue. The Bible was held by her husband, Anthony Morrone, and their children, Katherine, Joseph and Brynn.

Councilman McBlain, of Aldan, was administered the Oath of Office by Senior Judge Charles C. Keeler. He was introduced by his father, Deacon Paul J. McBlain, and presented his Certificate of Election by his children, Tara, Claire and Grace. The Bible was held by his wife, Barbara A. McBlain.

District Attorney Whelan, of Ridley Township, was administered the Oath of Office by President Judge Joseph P. Cronin Jr. He was introduced by Robert J. Willert, president of the Ridley Township board of commissioners, and presented his Certificate of Election by his son, Ryan Whelan. The Bible was held by his wife, Peggy Whelan, and their children, Kyle, Courtney, Colin and Ryan.

The Invocation was given by the Most Reverend Charles J. Chaput, Archbishop of Philadelphia. The Benediction was offered by Rev. Rohan Hepkins, pastor of the Chapel of the Good Shepherd in Yeadon.

The National Anthem was sung by Courtney Whelan. It was preceded by a Pledge of Allegiance led by former County Councilman and Sheriff John W. Taylor Jr. An Honor Guard was provided by the Office of the Sheriff.
